Determines whether the user can scroll the timeline.

Description
Use ReadOnly to determine whether the user can scroll the timeline. If ReadOnly is True, no scroll buttons are displayed, and the user can't scroll the view with the keyboard arrow keys. If ReadOnly is False, scroll buttons are displayed on the view and the user can scroll the timeline view by either pressing these buttons or by pressing the keyboard arrow keys.
